Competencia política y desempeño de los gobiernos municipales

Abstract

Este artículo estudia la relación entre la competencia política y el desempeño de los gobiernos municipales en México con datos de 1990 a 2015. Los resultados sugieren que a mayor competencia política se observa una mayor cobertura de agua potable y de drenaje por parte de la población y un mayor ingreso per cápita. Un posible mecanismo por el cual se observan estos resultados es que también se advierte que a mayor competencia política se presenta un mayor gasto en inversión pública y un menor gasto corriente como proporción del gasto total. Sin embargo, este último resultado no se encontró para municipios con población mayor a 15 mil habitantes. En las estimaciones se controló por la posible endogeneidad entre las variables de desempeño y finanzas públicas y la competencia política. Es necesario continuar investigando el papel de los gobiernos estatales y municipales en el desarrollo del país.
