More than a decade after its inclusion in the Constitution has been approved, the institution of the non-contractual responsibility of the State has already applied in the Mexican courts. The accumulated experience allows us to appreciate the progress, but also the limitations. Among the latter is the unfulfilled promise that it will contribute to the improvement of the public function.
