Abstract

“Savaşın Sisi,” Clausewitz’den bu yana savaş zamanında bilgi eksikliği ve yanlışlığı nedeniyle karşılaşılan belirsizliği tanımlamak için kullanılmış bir kavramdır. Clausewitz, Savaşın Sisi’ni friksiyonu arttıran ve savaş çabasının rasyonel biçimde yürütülmesini engelleyen unsurlardan biri olarak görür. Günümüzde Konvansiyonel Harp ve Politik Harbin bir arada yürütülmesi ile ortaya çıkan Hibrid Savaşlarda ise, yeni bir tür sis söz konusudur. Hibrid Savaşın Sisi, Politik Harbin1 bir parçası olarak yürütülen Bilgi Alanı Operasyonları sonucunda ortaya çıkmakta ve maruz kalan kamuoyunun gerçeklikle ilişkisini zedelemektedir. Bu çalışmada Hibrid Savaşın Sisi kav-ramı tanımlanarak bilişsel psikolojinin araçları üzerinden nasıl işlediği ve sonuçları tartışılacaktır.
