The location of river freight terminals : should il be concentrated or scattered ?

Abstract

Waterborne container transport is strongly increasing in France, and is already a major transport means for supplying maritime ports and hinterland on the Rhine basin. Public policies aim at strengthening this transport mode, and deal with the issue of terminals location: should they be concentrated or scattered? This paper tries to contribute to this debate, showing first how container river terminals are crossroads of different transport networks, and the effects of maritime transport on river terminals network. Then the paper investigates how river and road transport economics are determining factors for the location of river terminals. The paper concludes by highlighting the concentration or scattering schemes in the location of river container terminals, on the Rhine, Île-de-France, and Nord-Pas de Calais basins. Le transport fluvial de conteneurs maritimes connaît en France un développement important, et il est déjà sur le bassin du Rhin un acteur majeur de l'approvisionnement des ports maritimes et de l'hinterland. Ce développement est le fruit d'investisseurs, publics et privés, qui se posent la question de la localisation des plates-formes intermodales fluviales, et de l'intérêt de concentrer ou disperser celles-ci. Pour répondre à cette question, la première partie met en évidence l'insertion des plates-formes fluviales dans différents réseaux de transport, et les effets du transport maritime sur la structure du réseau de plates-formes fluviales. La deuxième partie détaille les effets de l'économie du transport fluvial et routier sur la localisation des plates-formes fluviales. La troisième partie met en évidence les trajectoires de concentration ou dispersion dans lesquelles sont engagées les plates-formes du Rhin, de l’Île-de-France et du Nord-Pas de Calais, et montre les effets du territoire sur la localisation des plates-formes.
