El desarrollo del e-Gobierno en los pequeños municipios de la Comunidad Valenciana (España): más espejo que cristal

Abstract

Los estudios sobre cómo la administración local electrónica se incorpora a los municipios pequeños no son muy abundantes. Sin embargo, es un asunto de notable interés por los efectos que la desconexión comunicativa tiene en las áreas rurales, afectadas por la despoblación y el envejecimiento. Sobre un censo del total (582) de municipios de la Comunidad Valenciana (España), este artículo presenta los resultados de un estudio empírico sobre el desarrollo (entre 2005 y 2017) del e-Gobierno local en los pequeños municipios de esta región. A partir de las diferentes etapas y dimensiones que establecen los estudios sobre la evolución del e-Gobierno (información, transacciones, transparencia y participación), se observa cómo los últimos desarrollos tecnológicos (en especial la incorporación de las redes sociales digitales) han supuesto una disminución de la brecha digital entre ayuntamientos según tamaño poblacional, y una mayor autonomía por parte de los municipios más pequeños en el desarrollo de la comunicación política electrónica respecto a niveles superiores de gobierno (provincial, autonómico y estatal). Por otro lado, el artículo explora (mediante una muestra de casos extremos, 40) una dimensión no tratada en los estudios sobre el e-Gobierno y que se refiere a las facetas identitaria y simbólica que las Redes Sociales Digitales (RSD) aportan. En el ámbito local, y más específicamente en los pequeños municipios, se observa que esta dimensión identitaria se desarrolla en mayor medida que las relacionadas con la transparencia del gobierno o con la implicación ciudadana en el gobierno local.

Studies on how local electronic administration is incorporated in small municipalities are very scarce. However, it is an issue of great interest due to the effects that communicative disconnection causes in rural areas affected by depopulation and ageing. Based on the total census (582) of municipalities of the Valencian Community (Spain), this article presents the results of an empirical study on the development (between 2005 and 2017) of the local e- Government in small municipalities of this region. Using the different stages and dimensions established by the studies on the evolution of e-Government (information, transaction, transparency and participation), we can observe how the latest technological developments (especially the incorporation of Digital Social Networks) have led to a decrease of the digital divide among municipalities according to population size, and greater autonomy of the smallest municipalities in the development of electronic political communication with respect to higher levels of government (provincial, regional and state). Moreover, the article explores (through a sample of extreme cases, 40) a never before addressed dimension in e-Government studies that refers to the identity and symbolic aspects that Digital Social Networks provide. At the local level, and more specifically in small municipalities, it is observed that this identity dimension is developed to a greater extent than those related to the transparency of the government or to citizen participation in local government.
