Evidenciando experiências positivas em saneamento básico: visões do Programa Nacional de Saneamento Rural (PNSR)

Abstract

Em meio às desigualdades em relação ao acesso a soluções de saneamento existem experiências promissoras na busca do atendimento adequado em diferentes contextos rurais do Brasil. Este artigo apresenta algumas delas, buscando evidenciar realidades nas quais a participação social é uma estratégia entre as ações de gestão. Tal visão é importante para que os aspectos positivos dessas soluções inspirem outras experiências e contribuam para avanços no saneamento rural. Motiva, também, reflexões sobre a participação dos atores locais e do poder público na construção das soluções e sua consolidação. A hipótese do estudo é a de que existem soluções de saneamento que representam avanços importantes no atendimento das demandas das áreas rurais, que merecem ser divulgadas e replicadas. Por meio da apresentação de estudos de caso, este artigo revela a importância de técnicas que possam ser apropriadas, sustentáveis e manejadas na perspectiva de uma parceria entre o poder público e o ente comunitário.
