Abstract

Bien que la gouvernance ait fait l’objet de debats frequents, sa definition n’en reste pas moins problematique. Avec les changements democratiques releves depuis la fin des annees 1980, de plus en plus de gens s’accordent pour appliquer le terme aux problemes specifiquement gouvernementaux, quant a la formulation et a l’application de politiques publiques. La perspective implique d’analyser les attributions et les relations des pouvoirs legislatif et executif, qui determinent l’approbation d’initiatives qui pourraient avoir un effet sur le fonctionnement du gouvernement. L’experience mexicaine offre un terrain favorable a l’examen de ces relations, non seulement par sa stabilite institutionnelle reconnue, mais par son changement democratique recent. Cet essai montre que la configuration institutionnelle, en place pendant la periode autoritariste, n’a pas connu de changements structuraux qui aient facilite la communication entre pouvoirs et, qu’au contraire, elle s’est vue affectee par l’incertitude politico-electorale.
