Grandes zonas regables y reparto del agua en España

Abstract

Con mas del 80 % del agua consumida en la agricultura, el futuro del regadio continua siendo una de las claves fundamentales de la gestion del agua en Espana. El freno a la expansion de la demanda agricola, todavia creciente en algunas regiones, y la redistribucion de los recursos disponibles hacia los usos economica y socialmente mas productivos constituyen dos objetivos basicos de la nueva politica del agua. Con este telon de fondo, este articulo presenta los resultados de una reciente investigacion sobre las grandes zonas regables de promocion publica en la cuenca del Guadalquivir, ante los retos de la nueva reforma de la Politica Agraria Comunitaria y la Directiva Marco del Agua. A partir de un intenso trabajo de campo en tres comunidades de regantes, se ofrece un diagnostico de la situacion actual ; se identifican las fuertes inercias que explican el mantenimiento del modelo actual de uso del agua, y, especialmente, se analizan las condiciones para la concrecion de un tema clave del debate actual sobre el agua : el nuevo reparto espacial y temporal de los recursos disponibles.
