
The member-states of the Council of Europe share the objectives of reducing the role of prison in their penal systems, resorting more to measures and penalties other than imprisonment.It is therefore important to better understand current developments as well as the situations of the various states in this matter. This means having at your disposal certain concepts and methods likely to be used in various national contexts with their differences in laws, penal systems and statistical apparatus.This is the task undertaken by the author, relying on long experience as an expert in the Council of Europe.
