Abstract

Profitant de la fin de l'URSS et de l'émergence de nouvelles républiques turcophones sur la scène centre-asiatique, la Turquie cherche à concevoir une politique publique cherchant à développer les liens entre elle et le reste du "monde turc". Dans cette politique étatique, la promotion de ce qui paraît être un patrimoine culturel commun occupe une place très importante. Ainsi, la promotion des idées d'Ahmet Yesevi, mystique türk du XIe siècle qui a rayonné sur l'ensemble du monde türk de l'époque, est pour la Turquie un instrument de cette politique de coopération avec l'Asie centrale. La création d'une université turco-kazakhe portant le nom d'Ahmet Yesevi peut être considérée comme le couronnement de cette entreprise. Bâti dans la ville de Turkestan dont l'histoire se confond avec celle du personnage en question, cet établissement abrite environ dix milles étudiants très majoritairement kazakhs et accessoirement turcs ou ouzbeks. Constituant la clé de voûte de la coopération universitaire entre la Turquie et le Kazakhstan, l'université Ahmet Yesevi n'a toujours pas réussi à résoudre ses difficultés de fonctionnement, liées à l'enclavement de la région mais aussi aux conceptions que se font les uns et les autres de ce que doit être sa mission. En effet, si les Turcs la voient comme une immense université commune à l'ensemble du monde turc, leurs partenaires kazakhs ont tendance à la considérer comme un établissement avant tout kazakh, au service de l'Etat kazakh.
