Abstract

Notre pays a un problème, ancien, avec ses territoires. Une organisation territoriale qui fait partie intégrante des institutions républicaines mais a besoin de plus que des demi réformes de ces dernières décennies, besoin de simplification mais surtout d’adaptation à une réalité sociale qui s’est radicalement transformée. Des territoires « techniques », d’application, sous la forme de zonages dont la multiplication étouffe le concept même de territoire. Des territoires de projet, politiques, mal admis dans un système qui reste très centralisé dans sa culture, très hiérarchisé dans ses mécanismes : le jacobinisme n’est pas mort. Tout le monde est parait-il d’accord pour aller vers des politiques plus territorialisées : cette évolution suppose un pouvoir de décision au niveau de ces territoires (qui ne sont pas forcément des communes, des départements ou des régions) et pour les intervenants sociaux une remise en cause tant des politiques institutionnelles que des pratiques professionnelles. Les territoires de santé illustrent cette problématique en offrant un petit concentré de technocratie, dont chacun s’est accommodé jusqu’à présent...
