Abstract

Dans les territoires périurbains, l'urbanisation croissante se fait principalement au détriment des espaces agricoles, qui disparaissent alors de manière irréversible. Associée à des enjeux environnementaux (circulation de l'eau et limitation des risques d'inondation, trames vertes et corridors écologiques), mais aussi alimentaires, la préservation de ces espaces est devenue un enjeu majeur de la politique d'aménagement du territoire. Les pouvoirs publics disposent de nombreux instruments afin de réguler l'usage de ces espaces, principalement basés sur le principe de planification urbaine. Cependant, les changements permanents de celle-ci permettent aux propriétaires fonciers de développer des stratégies de valorisation de leur rente foncière grâce à l'urbanisation. Parallèlement, l'agriculture est de plus en plus réinvestie par la société et notamment le monde urbain. Les collectivités en charge du développement des territoires projettent de nouvelles dynamiques agricoles, notamment d'un point de vue alimentaire et environnemental. Dans ce contexte, des initiatives innovantes émergent via une intervention directe sur le marché foncier, avec l'objectif de préserver l'usage agricole sur le long terme. Nous proposons dans cet article une première analyse de ce phénomène relativement récent, que nous appelons les « opérations de portage foncier ».
