L'économie sociale d'insertion, cheval de bataille ou cheval de Troie ?

Abstract

Ces dix dernieres annees, un sous-segment s’est developpe dans le secteur de l’economie sociale. Souvent qualifie d’“ insertion par l’economique ” ou « economie sociale d’insertion », cette insertion consiste en une offre d’emploi a des groupes-cibles defavorises. Le cas echeant, cette offre est accompagnee d’une formation destinee a leur offrir de nouvelles chances sur le marche de l’emploi. Les participants sont des chomeurs de longue duree, peu qualifies et freines par un certain nombre de facteurs “ a risque ” d’ordre personnel ou social, ou encore des personnes emargeant a l’assistance publique. L’emploi offert peut etre de courte ou de longue duree. Il s’exerce dans des entreprises ou dans des projets mis sur pied expressement a cet effet.
