La santé publique, matière administrative extraordinaire

Abstract

Résumé Limitée à la III e République, cette communication voudrait éclairer le paradoxe d’une nation scientifiquement avancée mais souffrant de profondes faiblesses organisationnelles. Comme si la santé publique avait longtemps constitué une matière administrative extraordinaire, où l’État aurait eu le plus grand mal à assumer ses fonctions régaliennes. Un État incomplet, suivi d’un État importé, c’est ce paradoxe d’une nation scientifiquement avancée mais souffrant de profondes faiblesses organisationnelles que met en lumière l’intervention de la Fondation Rockefeller contre la tuberculose au long de l’entre-deux-guerres.
