L'évaluation : un marronnier de l'action gouvernementale ?

Abstract

Résumé Rationalisation des choix budgétaires, « Renouveau du service public », LOLF, RGPP et aujourd’hui MAP : des années 1960 à aujourd’hui, l’évaluation des politiques publiques répond à un besoin sans cesse réinventé d’une meilleure gouvernance de l’action publique. Pourtant, l’évaluation ne connaît en France qu’une institutionnalisation fragile, tout à la fois mouvante et dispersée. Pour expliquer cette trajectoire aléatoire, quatre « scènes » sont successivement abordées sous un angle socio historique : l’évaluation comme moyen de légitimation et de contre pouvoir, comme facteur d’amélioration de la mise en œuvre des programmes publics, et comme outil au service des politiques sectorielles et levier d’optimisation des dépenses publiques.
