Personnels et usagers des services publics : des relations transformées ?

Abstract

La remise en cause des services publics ne pouvait pas rester sans effet sur le rôle attribué à leur personnel et les relations que celui-ci entretient avec les usagers. Françoise Dreyfus, professeur à l’université Paris I, montre dans cet article que la conversion du secteur public à une « culture du résultat » réduit à néant la figure « du » fonctionnaire sous la multiplicité nouvelle des statuts, des missions et des attentes auxquelles le personnel des services publics doit faire face. S’il y perd la légitimité de serviteur impartial de l’intérêt général qu’il a pu avoir un temps, le personnel y gagne peut-être l’occasion d’une reformulation de son rôle, qui était de plus en plus contesté. Sous la métaphore de la « modernisation par l’usager » se trouvent en effet de nombreuses transformations visant à placer « l’usager », figure médiane entre le client et le citoyen, au centre du service public. La fonction des personnels en sort transformée, mais les effets de cette transformation des relations entre usagers et personnels restent ambigus.
