Abstract

Les milieux populaires sont confrontés depuis une quarantaine d’années à de graves difficultés. S’agit-il d’un abandon qu’ils ressentiraient ou du choc en retour d’un chômage qui, de longue date, frappe ces populations ? Cette thèse mériterait d’être analysée, région par région, pour mieux comprendre leur évolution économique et, en particulier, les impacts d’un marché mondialisé et d’un progrès technique important, parmi d’autres causes, sur la désindustrialisation qu’elles ont subie. Cette analyse détaillée n’est pas à notre portée, mais il est possible de dessiner à grands traits des domaines où les politiques publiques n’ont pas répondu aux attentes des milieux populaires depuis plusieurs décennies déjà. On se centrera sur une partie d’entre eux, en privilégiant les thèmes « Éducation-formation-emploi » et en suggérant des évolutions à la portée des responsables politiques et des partenaires sociaux.
