EnglishThe author of this commentary summarizes the positions set out by Chiuminatto in his lecture and concurs with a number of his criticisms of the bill establishing the Ministry of Cultures, the Arts and Heritage. However, he disagrees with him about the political intentions behind the bill and attributes its weaknesses to legislative overreach, with a failure to foresee how difficult it would be to reconcile a progressive, contemporary logic with the logic of a model of the State that descends directly from the nation-State of the nineteenth century.
