However, he disagrees with him about the political intentions behind the bill and attributes its weaknesses to legislative overreach, with a failure to foresee how difficult it would be to reconcile a progressive, contemporary logic with the logic of a model of the State that descends directly from the nation-State of the nineteenth century.
