Abstract

espanolEste trabajo analiza las remuneraciones en los estamentos de planta y contrata del gobierno central en Chile. Para hacerlo, utiliza una base de datos inedita obtenida del sistema de transparencia del mismo gobierno central con datos acerca de 214.438 funcionarios bajo ambas modalidades en 2015, lo que representa mas del 90 por ciento de los funcionarios del gobierno central en estas categorias en 2014. Ademas, siguiendo la literatura, utiliza la Nueva Encuesta Suplementaria de Ingresos (NESI), del INE, para contrastar las remuneraciones de los asalariados del sector publico con los asalariados del sector privado. Se observa que despues de controlar por variables observables subsiste una brecha considerable, de 32 por ciento, a favor de los asalariados del sector publico. EnglishThis paper analyzes the salaries of regular and fee-based staff of the central government in Chile. It uses an unpublished database obtained through the transparency system that contains information on approximately 214,438 civil servants working in one of those two capacities in 2015, which accounts for more than 90 percent of civil servants active in 2014. Moreover, following literature, the New Income Survey Supplement (NESI) of the National Statistics Bureau (INE) was used to compare the public sector salaries to private sector salaries. After controlling for observable variables, there still is a considerable gap of 32 percent in favor of civil servants.
