Kostaki Musurus'un Atina Sefareti ve Osmanlı-Yunan Diplomatik Krizi

Abstract

Kostaki Musurus, Atina'ya elçi olarak tayin edildikten yaklaşık yedi yıl sonra 1847 senesinde Osmanlı Devleti ile Yunanistan arasında patlak veren diplomatik bir krize sebep olur. Yunan Kralı Otto'nun harb yaveri Albay Caratoss isimli bir şahıs Atina'daki Osmanlı elçiliğine gelerek İstanbul'a gitmek istediğini belirtir ve vize talebinde bulunur. Ancak adı geçen kişinin talebi, 1841 yılında Selanik, Tırhala ve Girid'de Osmanlı karşıtı eylemlerde başrolde olduğu gerekçesiyle geri çevrilir. Caratoss'un vize talebinin reddedilmesinden sonra Yunan Kralı, bütün diplomatik misyonun hazır bulunduğu bir baloda Osmanlı elçisini açıkça tahkir eder. Ardından hem elçi hem de Osmanlı yönetimi Yunan Devleti'nin özür dilemesini isterse de uzun bir süre beklenen talep yerine getirilmez ve iki ülke arasında önemli bir kriz ortaya çıkar. Arızi bir diplomatik mesele gibi görünse de gerçekte konu, bağımsız Yunanistan'ın ilanından itibaren bu ülkenin Osmanlı topraklarına doğru genişleme ideali -Megali idea- ile yakından bağlantılıdır. Her iki devlet de sorunun iç siyasete dönük önemini bildiklerinden iddialarından geri adım atmazlar. Nihayet Osmanlı idaresinin kararlı tutumu ve özellikle İngiltere'nin açık desteği, sorunun Osmanlı lehine çözümüne giden yolu açar.
