This paper analyses the appointment procedure of the Professional Public Executive (PPE) in local entities, particularly in large-population municipalities, in accordance with the applicable legislation (Article 13 EBEP and Article 130 LBRL). It examines the administrative phases, the delineation of competencies among the involved political bodies, and the impact of collective bargaining, as well as the legal nature of the PPE, its comparison with other categories of staff, and the differences between a job position and a category of personnel within local executive bodies.
