Abstract

ﺘـد ّﻋﻲ اﻟـدوﻝ ﺒﺎﻨﻬـﺎ ﺘ ارﻋـﻲ ﻤﺴـﺄﻟﺔ اﻟﺤرﻴـﺎت اﻻﻋﻼﻤﻴـﺔ واﻟﺼـﺤﺎﻓﻴﺔ واﻨﻬـﺎ ﻛﻠﻤـﺎ ﺘﺘﻘـدم ﻋﺠﻠـﺔ اﻟﺤﻴﺎة وﺘﺸـﻬد اﻟﻤﻌﻤـورة ﺘطـو اًر ﺘﻛﻨوﻟوﺠﻴـﺎً وﻓﻛرﻴـﺎ ٬ً ﻓـﺎن ذﻟـك ﻴـدﻋم ﻨﺼـﻴﺒﺎً ﻛﺒﻴـ اًر ﻟﺤرﻴـﺔ اﻟﻛﻠﻤـﺔ وﺘـداوﻟﻬﺎ ﺒﻌﻴداً ﻋن اﻴﺔ ﺤواﺠز. ﻓﻌﻠﻰ اﻟرﻏم ﻤن ﻛﻝ اﻟﺒدﻴﻬﻴﺎت اﻟﺘﻲ ﻏدت واﻀﺤﺔ ﺒﺸﺄن ﺘـداوﻝ اﻟﻤﻌﻠوﻤـﺔ واﺘﺴـﺎع داﺌـرة ﺘـﺄﺜﻴر اﻻﻋﻼم ٬ اﻻﻤـر اﻟـذي ﺘـدﻓﻊ اﻟـﺒﻌض اﻟـﻰ ﺘﺴـﻤﻴﺔ اﻻﻋـﻼم ﺒـ((اﻟﺤﻴﺎة)) ﻓـﺎن اﻟﺤﻀـور اﻟﻤﺒﺎﺸـر واﻟﻤـؤﺜر ﻟوﺴـﺎﺌﻝ اﻻﻋـﻼم ﻓـﻲ ﺒرﻤﺠـﻪ اﺴـﻠوب ﺤﻴـﺎة اﻟﻤﺠﺘﻤﻌـﺎت اﻟﻴوﻤﻴـﺔ اﺼـﺒﺤت ظـﺎﻫرة ﻤﺴـﻠﻤﺎً ﺒﻬـﺎ ﺘﺘطﻠـب اﻟﺘﺄﻤﻝ واﻟﺒﺤث ﻋن ﺼﻴﻎ اﻟﺘﻌﺎﻤﻝ ﻤﻌﻬﺎ وﺘﺤﻠﻴﻝ ﻨﺘﺎﺌﺠﻬـﺎ واﺒﻌﺎدﻫـﺎ ٬ ﻓﻬﻨـﺎك ازدواﺠﻴـﺔ ﻓـﻲ اﻻﻋـﻼم ﻻﺒـد ﻤن ﺘﺸﺨﻴﺼﻬﺎ واﻟﺘدﻗﻴق ﻓﻲ ﻨواﻴﺎ اطﻼق اﻟﻤﻌﻠوﻤﺔ وا ازﻫﺎ.
