Lenguaje administrativo y terminología: fomentando un lenguaje claro en el sector público

Abstract

El artículo analiza el papel central de la terminología en la mejora de la comunicación entre la Administración pública y la ciudadanía, especialmente en los textos administrativos. A partir de la teoría comunicativa de la terminología (TCT), se defiende que la terminología no debe ser eliminada para facilitar la comprensión, sino clarificada mediante estrategias lingüísticas, discursivas y multimodales. Esta postura se enmarca en un proyecto de investigación que evalúa la implementación de la comunicación clara por parte de la Generalitat de Cataluña, centrado en las fichas de trámite dirigidas a la ciudadanía.El análisis cualitativo de una muestra de estas fichas revela que la estrategia principal de simplificación aplicada tiende a suprimir terminología, lo que reduce la precisión conceptual y puede comprometer la seguridad jurídica. Se aboga, en cambio, por un enfoque adaptativo, que tenga en cuenta el perfil del destinatario y preserve la precisión mediante la explicación contextual de los términos técnicos.En definitiva, el trabajo propone que una comunicación administrativa clara y eficaz debe respetar el carácter especializado de los textos, sin renunciar a su inteligibilidad, utilizando recursos que hagan accesible la terminología sin eliminarla.
