Abstract

En la elaboración de este trabajo partimos de la hipótesis de que “en el Paraguay la educación cumple el papel legitimador del sistema imperante y está organizada para el subdesarrollo y la dependencia”. Nos hemos inspirado en dos diseños metodológicos, a saber: I) el que sigue el lineamiento establecido por el compatriota Juan Carlos Hercken, y II) el establecido por Guillermo Savioff, de la Universidad Nacional de La Plata. Sin lugar a dudas, el tema: “PARAGUAY, Educación y Dependencia”, se presta para ser analizado con mayor profundidad por otros investigadores, por lo cual éste podría ser considerado, apenas, como un comienzo de develamiento de nuestra auténtica historia. En el Capítulo I) investigamos la colonización y descolonización española, la recolonización inglesa-argentina-brasileña y el último intento de descolonización realizado en el año 1936, siendo la nota resaltante la desesperada lucha de nuestro pueblo en defensa de la herencia guaraní, cuya vocación libertaria ha rechazado siempre “el orden social pre-establecido”. En el Capítulo II) la influencia del sistema de clase en la educación, y, a la inversa, influencia del sistema educativo en la división de clases, ubicando nítidamente la educación sistematizada, en su función productora de nuestra actual estructura socio-económica y sus modalidades de explotación. En el Capítulo III) se propone la Nueva Política Educativa dentro del marco reformista, inspirada en la Reforma Educativa Panameña de 1971. Aunque conciente de que lo propuesto no es la salida ideal, lo considero un medio de transición a los cambios estructurales que afecten la propiedad privada de los medios de producción hasta romper el monopolio y la dominación. Es lógico que para el logro de estos objetivos, es categórico que los poderes decisionales del aparato estatal estén en manos de los legítimos representantes del pueblo, en donde el enfoque, educativo sea el fruto, no de la simple gestión de los planificadores, sino de un gran diálogo y de una consulta popular sin exclusiones.
