Abstract

A lo largo del presente trabajo se aborda la Cobertura Universal de Salud (en adelante CUS) en Argentina, trabajando bajo la tesis de que esta estrategia no solo no es una anomalía o un cambio de paradigma respecto a la organización del sistema sanitario, sino que además se corresponde con una línea histórica de desarrollo del mismo en función de la fragmentación del sistema, el empobrecimiento del rol del Estado en tanto principal jugador y la adopción de políticas sanitarias en torno a la estrategia de aseguramiento público en salud que se hacen explícitas a partir de fines de la década del 80 y principios de la del 90. Para ello, fueron analizadas producciones historiográficas sobre el sistema sanitario, archivos y decretos oficiales, entrevistas y artículos de investigación publicados en fuentes indexadas. De esta manera, se avanzará en el interrogante que titula este trabajo: la CUS ¿anomalía histórica o profundización de un modelo?
