Abstract

В меняющихся социальных и экономических условиях выстраиваются новые системы управления кадрами и трудовым потенциалом. Появляются научные и методические подходы, дающие возможность выполнять углубленные исследования профессиональных характеристик работников. В статье определена роль компетентностного подхода в процедурах управления трудовым потенциалом. Прежде всего, проведен анализ подходов к определению сущности компетентностного подхода, в том числе представлены нормативно-правовые определения, а также понятийный аппарат компетентностного подхода и управления трудовым потенциалом. Показано, каким образом с использованием инструментария компетентностного подхода идентифицировать знания и умения работников. Подчеркнута возрастающая роль надпрофессиональных (soft) компетенций работников в современных условиях работы, связанных с цифровизацией экономики. Подобные трудовые компетенции предложено оценивать с использованием соответствующего инструментального аппарата с достаточной степенью достоверности. Сформулирована научная проблема представления компетенций, определяемых на основе содержания компонентов трудового потенциала. Доказывается, что задача повышения конкурентоспособности кадрового состава усложняется в условиях быстро меняющихся социальных и экономических условий. Представлен порядок выделения принципиально значимых для формирования модели компетенций компонентов трудового потенциала, представлены компоненты трудового потенциала, доказана необходимость периодической корректировки его структуры. In the changing social and economic conditions, new personnel and labor potential management systems are being built. Scientific and methodological approaches are emerging that make it possible to carry out in-depth studies of the workers’ professional characteristics. The article defines the competence-based approach role in labor potential management procedures. First of all, the approaches’ analysis to defining the competence-based approach essence is carried out, including the legal definitions. It is shown how to identify the knowledge and skills of workers, using the tools of the competence approach. The increasing role of soft competencies in digital working conditions is emphasized. It is proposed to evaluate such labor competencies using the appropriate instrumental apparatus with a sufficient degree of reliability. The scientific problem of the competencies’ representation is formulated on the basis of the labor potential components content. It is proved that the task of increasing the workforce competitiveness becomes more complicated in rapidly changing social and economic conditions. The procedure for identifying labor potential components that are fundamentally important for the competence model formation is presented, labor potential components are presented, the need for its structure periodic adjustments is proved.
