STUDY OF THE RELEASE OF SOCIALLY-ORIENTED NON-PROFIT ORGANIZATIONS IN THE SPHERE OF SOCIAL SERVICES

Abstract

Актуальность исследования обусловлена переходом в методологическом обосновании формы организации - производителя социальных услуг к форме Социально-ориентированной некоммерческой организации (СО НКО), внедрение которой должно решить проблему обеспечения населения России услугами здравоохранения, образования, социального обслуживания и культуры. В качестве методологической и информационной базы исследования использованы таблицы «Затраты-Выпуск», позволяющие оценить объемные показатели выпуска СО НКО и сделать выводы о распространенности данной формы в сфере социальных услуг. Автором систематизированы особенности деятельности СО НКО как производителя социальных услуг, разработана и представлена в статье современная модель функционирования социально-ориентированных некоммерческих организаций. Результаты исследования показывают, что существующая модель организационно-экономического механизма сферы социальных услуг, основанная на деятельности СО НКО, не позволяет максимизировать выпуск социальных услуг в условиях ограниченных ресурсов. Также выделены существенные с точки зрения организационно-экономического механизма проблемы участия СО НКО в оказании социальных услуг. В заключении названы методы, без использования которых институциональная поддержка социально-ориентированных некоммерческих организаций не будет эффективной. К таким методам автором отнесены тендерные системы закупки материалов, достижение эффекта масштаба, оптимизация запасов и другие. The relevance of the study is due to the methodological transition of the organization form from a social services producer to a Socially-oriented non-profit organization (SO NPO); which introduction should solve the problems of providing the Russian population with healthcare, education, social services and culture. The Input-Output tables were used as a methodological and informational base of the study, that make it possible to assess the SO NPOs’ output volume indicators and draw conclusions about this form prevalence in the social services sphere. The author has systematized the peculiarities of the SO NPOs activities as a social services producer, developed and presented a modern functioning model of socially oriented non-profit organizations. The results of the study show that the existing organizational and economic mechanism of the social services sphere, based on the SO NPOs activities, does not allow maximizing the social services output in limited resources conditions. The significant problems of SO NPOs participation in the social services provision are highlighted also. The methods are named in the conclusion, without which the institutional support of socially oriented non-profit organizations will not be effective. The author includes such methods as tender systems for materials purchasing, economies of scale achieving, stocks optimization and others.
