The relationship between saving, investment, economic growth and employment are very fundamental in the log term forecasting economic evolution. Public Budget is a fundamental instrument to influence the evolution of those indicators. In the global and national evolution of growth rates they are, in each recovery phase, lower and lower. In Portugal we can add the effects of the single currency (the euro) in the competitiveness. Is very important to analyze the ways. Including the institutional ones, to promote investment.

A relação entre a poupança, o investimento, o crescimento económico e o emprego são fundamentais na propectiva de longo prazo da economia. O Orçamento do Estado continua a constituir um instrumento fundamental na evolução desses indicadores. A nível mundial e a nível nacional as taxas de crescimento são cada vez menores em cada período de recuperação. Em Portugal poderemos considerar, também, os efeitos do Euro na competitividade.
