Prawne uwarunkowania ograniczenia wykluczenia transportowego

Abstract

Wykluczenie transportowe jest rodzajem wykluczenia społecznego. Celem polskiego prawodawcy jest ograniczenie wykluczenia transportowego. Można wyróżnić trzy rodzaje uwarunkowań prawnych je ograniczających, które mają charakter: ustrojowy, finansowy oraz techniczny. Uwarunkowania finansowe nie są dostosowane do możliwości jednostek samorządu terytorialnego stanowiących organizatorów publicznego transportu zbiorowego, czego skutkiem jest wysoki poziom wykluczenia transportowego w Polsce
