Globalizm a personalizm wobec administracji publicznej. Studium prawno-administracyjne

Abstract

Key issues for the successful transformation of public administration relate not so much to the reforms carried out towards its economization, but are also concerned with the issue of whether we will develop a moral vision of the human being for strengthening of socially acceptable behaviors in all spheres of human life. The personalistic norm which reads as follows: "every person deserves affirmation for the sake of herself/himself" should become the basic principle identified mainly with the respecting of ethical standards in the activity of administration, and only then - with the postulate of economic efficiency.

Zagadnienia kluczowe dla pomyślnych przekształceń administracji publicznej dotyczą nie tyle reform przeprowadzanych w kierunku jej ekonomizacji, ale również tego, czy będziemy rozwijać moralną wizję osoby ludzkiej dla wzmacniania społecznie akceptowalnych zachowań we wszystkich sferach życia ludzkiego. Norma personalistyczna: ,,każdej osobie należna jest afirmacja ze względu na nią samą" winna stać się podstawową zasadą utożsamianą przede wszystkim z przestrzeganiem standardów etycznych w działaniu administracji, a w dalszej dopiero kolejności – z postulatem efektywności ekonomicznej.
