ICMS ecológico nas finanças dos municípios de Rondônia / Ecological ICMS in the finances of the municipalities of Rondônia

Abstract

O objetivo principal dessa pesquisa é analisar a distribuição referente aos aportes de recursos financeiros do ICMS Ecológico nos municípios rondonienses, entre os anos de 2013 a 2016. Para isso, realizou-se um estudo bibliográfico e documental para identificar as informações necessárias sobre o assunto, foi analisado o anexo único da resolução conjunta de cada ano proposto e aplicado o índice referente ao ICMS Ecológico no montante da cota-parte do ICMS repassado pelo Estado. As descobertas apontam que foi distribuído de ICMS Ecológico um total de R$ 151.369.296,91 no período proposto. Dos 52 municípios rondonienses, 17 não receberam esses repasses. O estudo aponta a cidade de Guajará-Mirim como a maior recebedora desses recursos com 24,28% do total distribuído e do outro lado fica com o menor valor repassado a cidade de Ariquemes com apenas 0,002% do valor no mesmo período.
