Otan, évolution et contradictions

Abstract

Née en 1949 et après 65 années d’existence, l’Otan a-t-elle encore sa raison d’être ? On sait la réponse controversée. Bien que largement contestée au plan international, traversée par de multiples contradictions internes, contre vents et marées, l’Otan se maintient et prétend même se développer. Irréalisme, ou fuite en avant délibérée ? Ce qui est certain c’est qu’elle n’a pas l’intention de se dissoudre. Alors, dans cet esprit, qu’attendre du sommet des 4 et 5 septembre 2014 à Newport (Pays de Galles) ? Ce sommet est-il susceptible d’offrir des réponses crédibles et constructives à ces questionnements ? On reste sceptique, non sur la volonté d’y parvenir, mais sur les possibles résultats.
