A general confusion was reigning in the trade unionist movement after the prohibition on the 13th February 1934 of the social-democrat party and the braking-up of the free trade unions. The social Christians considered that Dollfuss wanted to create a single trade union. The former free trade unionists did not know at first if the union-work had to be carried on and how it could be done legally or in secret (clandestinely). In the firms, an efficient (effective) network of free underground (secret) trade unionists and former firm delegates is being established. Wage earners were wavering between adjusting or defending themselves. Wage earners imposed free elections of trustees in firms.
