
At a time when tourism appears to be the only way out of economic crisis for some places, decision makers need appropriate tools to identify the viability of the proposals submitted to them. The model proposed in this paper aims to respond to these practical concerns, and also to theoretical questions. Establishing relevant variables to ascertain the tourism dimension of a place is a first step towards defining the invariants of tourism development.
