Britain’s Dilemma: To Leave or Not to Leave Europe

Abstract

L’article traite de la position incommode du Royaume-Uni à l’égard de l’Europe depuis le moment de son adhésion à la CEE en 1973 jusqu’aux récents évènements aboutissant au référendum sur un possible «Brexit» en juin dernier. L’entrée du Royaume-Uni en Europe reposait sur des motifs purement économiques, dès lors, il ne s’est jamais impliqué pleinement et a constamment entretenu des relations problématiques avec le continent. D’une part, le pays nourrit des ambitions à l’échelle du monde et estime donc ne pas devoir sacrifier ce rôle global au bénéfice de l’Europe. D’autre part, la foi en l’exception britannique née de l’histoire a renforcé son attachement à ses institutions et à sa souveraineté. En outre, la crise de la dette et la crise migratoire au sein de l’UE ont inévitablement conforté l’euroscepticisme ambiant. C’est pourquoi David Cameron a requis flexibilité et dérégulation de la part des institutions européennes tout en souhaitant maintenir son pays dans l’UE, le marché unique s’avérant vital pour les entreprises et les emplois britanniques. Néanmoins, les Britanniques ont fait le choix du «Brexit», qui, selon différents analystes, aura des effets dommageables tant sur l’économie britannique que sur l’économie européenne. Le Royaume-Uni perdra sans conteste de son influence sur la scène internationale et l’Europe devra, quant à elle, renoncer à un partenaire économique et militaire d’envergure.
