The Vila Velha State Park, located in the municipality of Ponta Grossa, Paraná, Brazil, is a Conservation Unit of scientific, educational, and touristic significance. Recognized for its unique geological features of global value, PEVV is the oldest conservation unit in the state. In order to regulate the use of this natural area, the first Management Plan was developed in 2004, and later revised and updated in 2025. Both documents established specific guidelines for public use and tourism development within the park. In this context, the present study aimed to analyze the perceptions of the scientific community, researchers, local residents, members of the PEVV Advisory Council, and professionals with a history of involvement in the unit regarding key aspects of the first Management Plan. The results of the analysis indicate that key assumptions established in previous studies were taken into account in the formulation of the new Management Plan. This absence resulted in significant gaps in the guidelines, particularly those related to actors use and tourism, highlighting technical limitations in the plan revision process.
