Abstract

Ao completar dez anos de existência, o Movimento Acesso Aberto sofre um dos seus maiores reveses com a adoção das recomendações, feitas pelo governo britânico, do chamado Relatório Finch como modelo ideal para o acesso aberto. Esse modelo prioriza o acesso aberto dourado híbrido como a melhor estratégia para o acesso imediato à produção científica garantido pelos autores ou instituições por meio de pagamento de taxas de processamento dos artigos aos editores comerciais que publicam os periódicos certificados. De acordo com Harnad1 , as recomendações do Relatório Finch afetam o acesso aberto verde de uma forma perversa, uma vez que a principal estratégia do acesso aberto estaria restrita a longos períodos de embargo, afetando o acesso ime ­ diato à produção depositada em repositórios. Para compreender o alcance e as implicações desse novo contexto, o presente artigo tem por objetivo apresentar as novas configurações do acesso aberto a partir dos principais elementos do Relatório Finch que afetam diretamente o acesso aberto, identificando os seus principais desafios. O estudo foi elaborado com base na pesquisa documental envolvendo os textos originais do Relatório Finch, entrevistas com Steven Harnad e textos de sua autoria.
