The article intends to analyse the issue of a new category of migrants - climate migrants, i.e. those who are forced to migrate because of climate change. Despite it is appealing to try and allocate duties to accept these migrants within one’s own territory on the basis of environmental responsibility, and establish therefore that countries that have most emitted GHG have more duties, we will argue that this particular notion of responsibility is, in this context, tricky. Such notion leads to adopt a specific meaning of ‘victim’ that, we argue, is inadequate to describe migrants.
