Financiamiento del Sistema de Salud en Colombia: Fuentes y usos

Abstract

Este estudio evalúa los mecanismos de financiación del sistema de salud, diferenciado los recursos de origen fiscal, parafiscal y otras fuentes utilizadas para atender prioritariamente los costos de los regímenes contributivo y subsidiado de salud. Durante los últimos años, el sector ha enfrentado problemas financieros y administrativos que han aumentado la necesidad de recursos fiscales para su financiación y que pueden afectar su sostenibilidad. En cuanto a la composición del flujo de egresos cabe destacar el costo del aseguramiento del régimen contributivo y subsidiado, que en promedio explica el 80% del total de los gastos del sistema durante el periodo 2011-2022. Además, se explican las presiones fiscales derivadas del gasto No UPC, la pandemia por Covid-19, la migración venezolana y los gastos derivados de la Ley de Punto Final.
