Abstract

In der Bearbeitung des globalen Klimawandels wird häufig ein Politikversagen diagnostiziert: Der Staatengemeinschaft gelingt es kaum, dauerhafte und funktionale Maßnahmen zur Lösung des Problems zu beschließen und umzusetzen. Warum ist internationale Klimapolitik so schwierig? Der Beitrag stellt zunächst wichtige Begriffe des Problemfeldes vor und verdeutlicht Zusammenhänge des menschengemachten Klimawandels. Die Theorie der Kollektivgüter hilft im Weiteren zu verstehen, warum erfolgversprechendes Handeln der Staaten so kompliziert und voraussetzungsreich ist. Um dies zu verdeutlichen, werden aus der Theorie eine Prognose abgeleitet, eine Beurteilung der aktuellen Politik vorgenommen und einige politische Handlungsempfehlungen formuliert.
