
Winter opening of the Lukmanier Pass, and accompanying organisational measures On an experimental basis, the Lukmanier Pass has been open during ten winter seasons since winter 2000/2001, through the efforts of the Pro Lucmagn association. In 2010, a request was made to keep the pass open on a permanent basis, which led to a revision of the safety process and a re-evaluation of the risks. Overall, there has been a more significant reduction of risks than assumed initially, thanks to measures to close the road and trigger avalanches artificially. The estimated residual risks are at an acceptable level. Nevertheless, despite the chosen organisational measures there remain significant risks, which originate mostly from uncertainty connected with human judgement. Looking back, it appears that the risk analysis of 1998 was appropriate, and adequate to estimate in advance the trial operation of the winter opening of the Lukmanier Pass.
