Abstract

ABSTRAK Program penguatan literasi hukum tata negara dilaksanakan untuk menjawab rendahnya pemahaman guru PPKn terhadap konsep konstitusi dan penerapannya dalam pembelajaran. Kegiatan ini diawali dengan tahap koordinasi bersama MGMP PPKn Kabupaten Malang guna menyepakati kebutuhan, tujuan, serta bentuk intervensi yang tepat. Selanjutnya, dilakukan penyusunan dan distribusi modul ringkas yang dirancang agar mudah dipahami dan relevan dengan praktik pembelajaran. Pada tahap implementasi, guru mengikuti sosialisasi konsep dasar, workshop pengembangan perangkat ajar, penyuluhan interaktif mengenai isu-isu aktual, serta praktikum perancangan desain pembelajaran yang kontekstual. Selama kegiatan, komunitas praktik berbasis daring dibentuk sebagai ruang diskusi dan pertukaran pengalaman antar guru. Evaluasi dilakukan melalui pretest–posttest untuk mengukur peningkatan pengetahuan, observasi partisipatif terhadap keterampilan pedagogik, dan analisis tingkat keterlibatan guru dalam forum daring. Hasil menunjukkan peningkatan rata-rata 34,7% pada pemahaman konseptual, 29,5% pada keterampilan pedagogik, serta partisipasi aktif hingga 85% dalam komunitas praktik. Modul ringkas dinilai memudahkan pemahaman materi, sedangkan komunitas daring memperkuat kolaborasi antarguru. Dengan demikian, program ini terbukti efektif dalam mendorong guru mengintegrasikan isu hukum tata negara secara kontekstual sekaligus meningkatkan kompetensi profesional. Kata kunci: literasi hukum; PPKn; modul ringkas; komunitas daring; guru sekolah menengah ABSTRACTThe constitutional law literacy strengthening program was implemented to address the low level of PPKn teachers’ understanding of constitutional concepts and their application in classroom instruction. The activity began with a coordination stage with the PPKn Teacher Working Group (MGMP) of Malang Regency to identify needs, set objectives, and determine appropriate intervention strategies. Subsequently, a concise module was developed and distributed to provide accessible and relevant learning materials. The implementation stage consisted of conceptual socialization, workshops on teaching material development, interactive counseling on current issues, and practicum sessions for designing contextual lesson plans. During the program, an online community of practice was established to facilitate discussion and experience sharing among teachers. Evaluation was conducted through pretest–posttest to measure knowledge improvement, participatory observation to assess pedagogical skills, and analysis of teacher engagement in the online forum. The results showed an average increase of 34.7% in conceptual understanding, 29.5% in pedagogical skills, and up to 85% active participation in the community of practice. The concise module was perceived as effective in simplifying content, while the online community enhanced collaboration and peer learning. Thus, the program proved effective in enabling teachers to integrate constitutional law issues contextually in their classrooms while strengthening professional competence. Keywords: legal literacy; civic education; concise module; online community; secondary school teachers
