Abstract

La concentration de la violence urbaine dans certains établissements en Amérique latine et la possibilité d'expansion ont été des préoccupations latentes dans l'amélioration des bidonvilles. Cette intervention est potentiellement une stratégie de paix urbaine, en particulier lorsqu'elle est ouverte à la participation locale et à la promotion des capacités d'action collective. Cependant, l'économie politique derrière la mise à niveau montre qu'il s'agit de paramètres de compétence pour le pouvoir et les ressources. Différents facteurs (par exemple, l'hétérogénéité et la taille de la population, et la conception du projet) expliquent le biais en faveur d'une élite locale, qui est fonctionnelle pour les intérêts des autorités publiques. Mais, dans des contextes où le pouvoir est fluide et contestable, les arrangements informels entre les acteurs impliqués sont plus importants en tant que médiateurs des mécanismes sociaux des efforts de consolidation de la paix dans l'intervention de mise à niveau et leurs résultats. Cet article se concentre sur l'expérience d'amélioration des bidonvilles de Vila Viva à Aglomerado da Serra, à partir de 2005 à Belo Horizonte (Brésil). Des modèles d'analyse des réseaux sociaux (SNA) ont été appliqués pour étudier les liens reliant les activistes aux initiatives communautaires publiques et privées. Des entretiens et une enquête sociométrique ont été utilisés pour collecter des informations. Les mécanismes sociaux analysés (types de fermeture et de courtage) décrivaient les cadres d'interaction avec les autorités publiques de deux profils de militants communautaires : traditionnels et émergents. Le premier était fonctionnel à l'approche de contrôle de la criminalité situationnelle de Vila Viva, contrairement à l'enracinement territorial défendu par les militants émergents. Le programme Vila Viva a amélioré la connectivité de la région avec la ville et élargi la part de marché des trafiquants de drogue de la favela. Après quoi, ils ont assumé le contrôle de la situation pour protéger les acheteurs externes.

Esta intervención es potencialmente una estrategia de paz urbana, especialmente cuando está abierta a la participación local y a la promoción de capacidades para la acción colectiva. Sin embargo, la economía política detrás de la actualización muestra que estos son entornos de competencia para el poder y los recursos. Diferentes factores (por ejemplo, la heterogeneidad y el tamaño de la población, y el diseño del proyecto) explican el sesgo hacia una élite local, que es funcional para los intereses de las autoridades públicas. Pero, en contextos donde el poder es fluido y cuestionable, los acuerdos informales entre los actores involucrados son más importantes como mediadores de los mecanismos sociales de los esfuerzos de consolidación de la paz en la intervención de mejora y sus resultados. Este artículo se centra en la experiencia de mejora de barrios marginales de Vila Viva en Aglomerado da Serra, a partir de 2005 en Belo Horizonte (Brasil). Se aplicaron modelos de Análisis de Redes Sociales (SNA) para estudiar los vínculos que vinculan a los activistas con iniciativas comunitarias públicas y privadas. Se utilizaron entrevistas y una encuesta sociométrica para recopilar información. Los mecanismos sociales analizados (cierre y tipos de intermediación) representaron marcos de interacción con las autoridades públicas de dos perfiles de activistas comunitarios: tradicionales y emergentes. El primero era funcional al enfoque situacional de control de la delincuencia de Vila Viva, en contraste con el arraigo territorial defendido por activistas emergentes. El programa Vila Viva mejoró la conectividad de la zona con la ciudad y amplió la cuota de mercado de los traficantes de drogas de la favela. Después de lo cual, asumieron el control situacional para proteger a los compradores externos.

The concentration of urban violence in certain settlements in Latin America and the possibility of expansion have been latent concerns in slum upgrading. This intervention is potentially an urban peace strategy, especially when it is open to local participation and the promotion of capacities for collective action. However, the political economy behind upgrading shows that these are settings of competence for power and resources. Different factors (e.g., heterogeneity and population size, and project design) account for the bias towards a local elite, which is functional to the interests of public authorities. But, in contexts where power is fluid and challengeable, the informal arrangements between actors involved are more important as mediating social mechanisms of the peacebuilding efforts in the upgrading intervention and their outcomes. This article focuses on the Vila Viva slum-upgrading experience in Aglomerado da Serra, starting in 2005 in Belo Horizonte (Brazil). Social Network Analysis (SNA) models were applied to study the ties linking activists with public and private community initiatives. Interviews and a sociometric survey were used to collect information. The analysed social mechanisms (closure and brokerage types) depicted interaction frameworks with public authorities of two profiles of community activists: traditional and emerging. The first one was functional to the situational crime control approach of Vila Viva, in contrast with territorial rooting defended by emerging activists. The Vila Viva program upgraded the area's connectivity with the city and broadened the market share of the favela´s drug dealers. After which, they assumed situational control to protect external buyers.
