KOMPONEN SMART GOVERNANCE BERDASARKAN KONSEP SMART VILLAGE

Abstract

Perkembangan teknologi informasi saat ini mendorong perubahan di berbagai sektor, sehingga pada tahun 2015, PBB menginisiasi Agenda 2030 yaitu Pembangunan Berkelanjutan (SDGs). Tujuan ke-11 yaitu menjadikan kota dan permukiman manusia inklusif, aman, tangguh, dan berkelanjutan. Untuk mewujudkan tujuan tersebut, dibutuhkan kesiapan sumber daya manusia untuk mengelola sumber daya lainnya agar dapat dimanfaatkan secara efektif. Dengan dukungan teknologi informasi, Pemerintah Kabupaten Batang menginisiasi konsep smart village sesuai Perbub No. 11 Tahun 2018. Sehingga dalam penerapannya dibutuhkan kesiapan sumber daya manusia, infrastruktur, dan tata kelola yang baik. Penelitian ini dilakukan terhadap 56 desa/ kelurahan pilot project smart village di Kabupaten Batang tahun 2018. Penelitian ini bertujuan untuk menilai penerapan komponen smart governance berdasarkan konsep smart village. Metode yang digunakan yaitu deskriptif kuantitatif dengan analisis skoring. Variabel yang diteliti yaitu pelayanan publik, sistem informasi desa, dan pengelolaan dana desa. Hasilnya yaitu penerapan komponen smart governance sebagian besar masih kurang optimal (76,79%), sedangkan sisanya sudah optimal (16,07%) dan belum optimal (7,14%). Desa-desa yang belum optimal yaitu Desa Warungasem, Tumbrep, Amongrogo, dan Kandeman. Rekomendasi yang dapat diberikan yaitu peningkatan kualitas pelayanan publik dengan memanfaatkan teknologi informasi, sehingga smart village Kabupaten Batang kedepannya dapat diterapkan secara lebih optimal, efektif, dan berkelanjutan.
