Abstract

Perubahan internasional akibat globalisasi telah menyebabkan pergeseran dalam pelaksanaan hubungan antara pemerintah dan negara. Kemajuan teknologi komunikasi juga telah mendorong saling ketergantungan tidak hanya untuk negara tetapi juga kelompok-kelompok di dalam negeri termasuk pemerintah daerah.
