Asignación Automática de Parcelas del Inventario Forestal Nacional a Municipios usando Datos Abiertos Enlazados

Abstract

El Inventario Forestal Nacional (IFN) es fundamental para la gestión de los ecosistemas forestales en España, aunque su uso es complicado debido a su fragmentación en 100 archivos con esquemas complejos y formatos obsoletos. La tercera edición del inventario (IFN3) se ha integrado en la base de datos Cross-Forest, un repositorio que combina datos forestales de España y Portugal mediante Linked Open Data (LOD). LOD permite publicar datos de forma estandarizada en la web, facilitando la interconectividad entre diferentes fuentes según los protocolos del World Wide Web Consortium (W3C). El Open Geospatial Consortium (OGC) ha desarrollado GeoSPARQL, un estándar para representar y consultar datos geoespaciales en formato LOD. El principal objetivo de este trabajo es identificar automáticamente los municipios donde se ubican las parcelas del IFN3, esencial para estudios comparativos, estadísticos y la gestión forestal local. Se convirtieron datos de 8 217 municipios del Instituto Geográfico Nacional a LOD y se asignaron parcelas a municipios utilizando diferentes procedimientos. Se compararon implementaciones de GeoSPARQL en los repositorios LOD Virtuoso y Fuseki con un Sistema de Información Geográfica como QGIS. La validación cruzada mostró una coincidencia del 100% entre Fuseki y QGIS y más del 70% de falsos positivos con Virtuoso. También se compararon los resultados con los códigos municipales asociados a las parcelas en el IFN3. Finalmente, se elaboraron mapas de especies dominantes por municipio, considerando el área basimétrica y la densidad, demostrando el potencial de la integración de las dos bases de datos como LOD.
