Expansión urbana en Luján: análisis espacial de aptitud territorial y normativa municipal

Abstract

El trabajo analiza la correspondencia entre la aptitud territorial para la expansión urbana en el partido de Luján (Buenos Aires, Argentina) y las áreas complementarias del Código de Ordenamiento Urbano vigente. Mediante un modelo de evaluación Multicriterio y el uso de Sistemas de Información Geográfica, se elaboró un mapa de aptitud urbana donde se identificaron sectores de alta, media y baja aptitud potencial. El análisis se focaliza en la interpretación de estos resultados y su contraste con las disposiciones normativas, reconociendo coincidencias, contradicciones y áreas no contempladas que podrían derivar en conflictos socioespaciales futuros, especialmente en tres áreas prioritarias donde se concentran las principales tensiones. Los resultados muestran que, si bien algunas regulaciones coinciden con sectores de mayor aptitud, persisten tensiones en zonas consideradas para urbanización que presentan limitaciones ambientales y de riesgo de inundación. El aporte del trabajo se orienta a fortalecer la comprensión de los procesos de expansión urbana en ciudades intermedias y brindar insumos útiles para el ordenamiento territorial local.
