Abstract

O objetivo do artigo é analisar o debate sobre o Marco Civil da Internet no jornalismo e no Congresso Nacional a partir das consultas públicas online promovidas sobre o tema. Foi desenvolvida uma análise de conteúdo sobre 2.095 comentários feitos no fórum que hospedou as consultas, 4.177 tweets, 575 matérias jornalísticas e 175 discursos parlamentares. O intuito foi entender, a partir das consultas, significados compartilhados em diferentes espaços deliberativos. Como resultado, ressaltamos que argumentos desenvolvidos nas consultas tiveram repercussão significativa no jornalismo e no Congresso, o que a nosso ver demonstra o amplo potencial democrático-deliberativo da experiência de consulta analisada.
