The parliamentary system is a management system that gave the fight over Turkey for almost two centuries. He continued his journey with Monarchy alone from the beginning of the 20th century. The parliamentary regime that established the Republic has created a unique structure over the years. Multiparty democracy started to work at the end of years of trials and it did not take long for the country to adopt the new system. However what is the parliamentary system, how was it established and what adventure it has not been asked much. Just like the parliamentary regime, what the presidential regime is, what kind of process it has gone through and its examples are not questioned. In this study, the parliamentary regime and the presidential regime will be examined. Why the agenda of the presidential system in Turkey has been introduced and shown what the deficiencies of the parliamentary regime will be examined in this study. Finally, the topics of this article, which will investigate the reasons for the election of the presidential regime against the alleged deficiencies, will be as follows; parliamentary regime, presidential regime, the assumption of the presidential system, parliamentary system and a presidential Turkey and how?

Parlamenter sistem Türkiye’nin neredeyse iki asırdır üzerinde mücadeleler verdiği bir yönetim sistemidir. Monarşi ile birlikte başladığı serüvenine 20. yüzyılın başından itibaren yalnız devam etmiştir. Cumhuriyeti kuran parlamenter rejim seneler içerisinde kendine özgü bir yapı meydana getirmiştir. Çok partili demokrasi senelerce yapılan denemelerin sonunda işlemeye başlamış, ülkenin yeni sistemi benimsemesi çok uzun süre almamıştır. Süreci sekteye uğratan ihtilaller sayılmazsa disiplinli partiler aracılığıyla parlamenter demokrasi Türkiye’nin yönetim sistemi olmuştur. Yasama, yürütme ve yargının kuvvetler ayrılığıyla tamamen ayrıldığı yeni yönetim sistemi günümüze kadar ulaşmıştır. Fakat 80’li yılların başından itibaren Türkiye’nin gündemine yeni bir tartışma yerleşmiştir. Uzun süren koalisyon dönemleri yeni yönetim arayışlarını gündeme getirmiştir. Başkanlık rejimi parlamenter sistemin yerine düşünülmüş, özellikle yürütmenin avantajları nedeniyle savunulmuştur. Fakat parlamenter sistem nedir, nasıl kurulmuştur ve nasıl bir serüvene sahiptir pek sorulmamıştır. Tıpkı parlamenter rejim gibi başkanlık rejiminin ne olduğu, nasıl bir süreçten geçtiği ve örnekleri sorgulanmamaktadır. Bu çalışmada parlamenter rejim ve başkanlık rejimi incelenecektir. Neden Türkiye’nin gündemine başkanlık rejimi getirilmiştir ve parlamenter rejimin eksiklikleri olarak neler gösterilmiştir bu çalışmada irdelenecektir. Son olarak iddia edilen eksiklere karşı başkanlık rejiminin seçimine neden olacak sebeplerin araştırılacağı bu makalenin konu başlıkları aşağıdaki gibi olacaktır; parlamenter rejim, başkanlık rejimi, başkanlık sisteminin varsayımları, parlamenter sistem ve Türkiye ve nasıl bir başkanlık?
