La participación de legos en la conformación urbana. Un barro cerrado para Bariloche, Argentina.

Abstract

Este texto avanza en la reflexión a partir de un caso de intervención de “legos” en la conformación de partes de las ciudades; en este caso, se trata de procesos participativos que se han dado desde la década de 1990 en la ciudad de Bariloche, Argentina. Se describe el conflicto entre un grupo de habitantes de un barrio social y el proyecto de otro lindante, que se planteó como un barrio cerrado. La búsqueda de un lugar donde habitar está ligada no solo a posibilidad econó- mica, sino a determinada calidad del sitio. El temor al riesgo de la pérdida de particularidades barriales, en un ambiente natural percibido como propio, llevó a un grupo no experto en temas urbanos a luchar por los espacios públicos, y su calidad ambiental en un entorno natural, muy atractivo para el turismo. No es común que los barrios sindicales o sociales estén cercanos a costas de lagos y bosques nativos, ya que éstas son zonas preferenciales y muy costosas. La necesidad que surgió de intervenir para detener un tipo de avance urbano que no era aceptado por algunos grupos, (no expertos en relación a proyectos urbanos específicos) permitió igualmente mantener la suspensión del permiso otorgado a los inversores para hacer el barrio cerrado, el que se encuentra detenido parcialmente desde hace más de 35 años.
